Hertz car hire company have offices all over Europe, so it might be an idea to get in touch with them to see if this can be done through their company.

Every time I have rented an auto in the UK or Ireland the rental agreement specifically states that the auto is not to be taken out of UK / IRL. If so you insurance coverage is void and I believe there are serious financial penalties as well. It ‘s been a few years but I believe this is still the case.
Best bet is to travel to the continent and rent there.
