If you actually lived on Whitcomb Street then you would be under Westminster Council. They charge for residents parking permits and have parking bays in the surrounding streets for residents only. On top of that, you would have to pay congestion charge if you moved your car during the operating hours. As a resident, you can get a 90% discount. If you are not likely to use your car, it might be better not to have one, or to find somewhere on the outskirts to park it.

You will have to apply for a residents parking permit. That will cost you money and will give you the right to park in legitimate street parking places in the local zone, but not guarantee you a place as they sell more permits than spaces

However be aware Whitcomb is right in the busiest part of London (soho) at night and personally I would forget owning a car if you live there

You have little chance of parking there, even with a permit.
