Most area on the outskirts of London have reasonable transport links, but I not sure if you will find areas that ar cheap and also suitable for bringing up children. It would help if you mentioned a little more about where you are coming from? Town, country, villages etc... Some outlying areas south of London are relatively cheaper, but would require travel to gain good links into Central London.

I just watched a TV program about a couple wanting to move out of London because they have a child and wouldnt bring the child up in london, they say they have no friends because people in London dont like to make friends and it is very expensice to rent in London. The average 3 bed house is from £450,000 to buy?

Try Essex. It will take 40 minutes to get to London and 20 minutes from some areas by train. Also links to main roads and motorways are close by.
