You can access ads from local papers to start getting an idea of what properties might be available, and what asking prices are, and while you are at it, check the help wanted sections and see if there are lots of ads for the staff you need, and what they are offering to pay....if there are lots of ads, it may indicate to you that good help is going to be hard to find. The city of London probably has a website that probably also has links to things like getting licenses.
