The public transport is great and underground is very efficient. Parking and driving is very expensive here. I also have 2 kids and it is perfectly safe. The public transportation is great and will get you anywhere you want to go, plus it's cheap. Traffic is a nightmare anyway! So is parking. Plus the driving on the other side of the road would drive me crazy. And gas costs about twice as much as here anyway... You absolutely DO NOT need to rent a car in London!
